The Plymouth Local Offer contains information about services and support for children and young people from birth to 25 years old who have Special Educational Needs or Disabilities (SEND), and for their families and carers.
The Local Offer has been developed working with children and young people, parents and carers, schools, health services and voluntary organisations.

We want all children and young people to have a good start in life. Some children and young people have special educational needs and these differing needs mean varying levels of support are required at different times. We aim to provide a range of support so that children and young people with special educational needs can be educated and enjoy social opportunities alongside their peers, in their local community.
We maintain a Register of Disabled Children who live in Plymouth in accordance with duty as set out in the Children Act 1989. Although registration is not mandatory, parents are encouraged to include their child’s names on the register in order to assist the Local Authority and partner agencies to plan future services and target resources more effectively.

The Solihull Approach is about emotional health and wellbeing for all children, their parents, carers and grandparents. The materials were created by professionals who are passionate about sensitive relationships, early years support and understanding brain development to help nurture kind, emotionally aware children as they grow.
Relationships shape who we are; they shape how our brains develop from as early as pregnancy and throughout our lives. That’s why they developed courses, training and resources for all parents to help understand brain development, and emotional health and wellbeing throughout the parenting journey.

Additionally, Plymouth Family Hubs provide families and carers with children aged 0 to 19 (up to 25 for young people with SEND) with support, when they need it and in a way that suits them. Additionally, the Inclusive Good Practice Guides to Plymouth Inclusive Local Offer outline the expectations of mainstream schools, early years settings and wider partners to fulfil their duty by offering a fully inclusive and adaptable learning environment as a universal commitment to all pupils, in advance of targeted planning through the graduated approach.
These guides have been created to support all practitioners, including leaders, practitioners, teachers, support staff and other professionals to maximise their offer in collaboration with children, young people and their families.
